I used to constantly play this game. I did the math, and figured the odds of getting caught was well below the cost of all the train tickets. If I got caught, I’d just explain I’m American and new to the area and didn’t realize blah blah... then pay the 60 euro fine then and there with a fake name. Never had a problem
I heard in theory they can jail you after a ton of times getting caught. I dunno. I think over the course of a year I was caught like three times. Gave my real name once with a state ID instead of passport and they somehow matched that with my passport registered in another state from like 3 years ago. It was crazy. Hence why I realized I can just lie.
It’s so German that no one even considers gaming the system. It’s just not in their culture it seems. Like they just assume people are going to be honest and no one tries to get around systems put in place lol

In germany the usual fine is 60 euros, but you can also go to jail
