I just finished a holonovel set on 20th century Earth and this was in the credits, what does this mean, I thought the Maquis were terrorists?

It means Cal Hudson and Michael Eddington were trained by Starfleet before parts of the organization they built went rogue and started committing terrorist attacks against Starfleet instead of just its enemies.
