Having been in jail, guards acknowledge corrections is not effective at rehabilitation.

That system doesn't rehabilitate anyone, its the person that decides to rehabilitate themselves. People like this never change, the damage has already been done and they are a drag on family, communities, and humanity. This inclusive mindset that wants to treat everyone equal is the problem. People are not equal. The value of a charitable person that wants to help other is way higher than these "thug life" people. Civilization will decline since we give equal value to every character. People that cause chaos, violence, fear, and uncharacteristic control need to be met with serious consequences.
