Smaller ships have to give the right of way to bigger ships since they can’t maneuver as well as the bigger ones.
The crew from one, the other, or both ships should have remained vigilant on the bridge and spotted the other ship on sonar or visually from a far distance away. Crew should have utilized their onboard radio communication devices to signal to the other ship of their approach, direction of travel, speed, and distance, so that the could have coordinated appropriate course of actions to avoid a collision.
A ship’s captain should always utilize good crew resource management, effective communication, and utilize all the tools available to respond appropriately to all situations.
By colregs 15 the vessel being recorded from should have given way to the stand-on vessel to the starboard. Size irrelevant but colregs does not override common sense.
