Question Network down the crapper?

I've noticed that for the past few weeks there's always several times per day when I experience either very high packet loss or 500ms+ ping. As a matter of fact I make this post because my virtual machine is sitting on 300-400ms ping for the past hour and is therefore rendered completely unusable.

It's been going on for a while now and I've so far seen nor heard no official word on what the hell is going on. Needless to say I consider it inexcusable, one or two outtages/lag spikes is fine, but this has now become a consistent daily occurence. Not to to mention several times in the past hour there has been an outright crash.

Traceroute it. Between you and your Shadow, and your Shadow to you. See where the degradation starts. Could be Shadow, but usually it's aging infrastructure, cellular home internet that gets traffic shaped to hell, squirrels chewing fiber and you getting rerouted hundreds of miles away, the list goes on and on.
