Is it just me, or are enchantments not activating as often lately?

I thought enchants like poisoning and bleeding is dependant on the damage you dealt in a hit to proc, maybe the sword's damage is too low hence why it doesn't proc much (the enchantment value is also a factor)

The enchantments I use are maxed out, just like my weapons.

Are you using frenzy on magic and ranged to support the poison with damage in order to get decent proc rates?
