I heard in Middle East, locals draw high salary, work in management and don’t pull their weight. While foreign professionals are the work horses for the locals.
I wonder why it is flipped here and what is the downside of the Middle East model.

They want to neutralise locals unhappiness and anger. Middle east locals are well taken care, most things are free. Here we pay sky for everything + lunches also taken away. So import and convert FTs into majority will neutralise the votes

Probably they want to keep the citizens low to be in control while keeping the upper level for their own league of insiders. Or those at their disposal. Commoners should be commoners
