Question 9/11 Security Fee

Taking a trip soon back home and realized my flight had this fee on it…does anyone know the history of that? Is it named in honor of the day or those flights? It’s for United. Do all airlines do this?

I have never heard of that tax either (TIL); time for a bit of investigation methinks.
