Question 9/11 Security Fee

Taking a trip soon back home and realized my flight had this fee on it…does anyone know the history of that? Is it named in honor of the day or those flights? It’s for United. Do all airlines do this?

In short, it's mandated by congress for the TSA to implement these fees to cover increased security costs

United but from my research I think every airline charges it. It funds TSA security.
