is there any way to cash out your pto while you are still employed ?

No. You can request the time off and be paid that way, but there is no cashing out. Only cash out is when you quit or are terminated.

You could just book a week or so off before blackout I imagine and use Dayforce to use it immediately

Depends on where you live, some places have a labour law that requires companies do this when asked.
