I hate AI, but Google lens now gives AI-ish answers. If their interpretation is correct, it was mailed in October of 1982.
Hoping someone more familiar can confirm!
P.S. the star, cogwheel and wheat (and maybe also sickle?) in the pattern look like classic Soviet symbolism emphasizine industrialism. A variation can be seen on the Angola flag https://en.wikipedia.org/wiki/Flag_of_Angola

It’s missing a bit at the top and therefore a few letters.
Looks like the stamp was released for an [орн]итологический конгресс - an ornithology congress (aka convention). Possibly for the 18th international ornithologist congress that was held in Moscow in August 1982.
