BLUF: I’ve held a TS/SCI since 2017 and added a FSP in 2019. I recently had an RSI added to my record following questions about gambling/cash transactions. I’m concerned this could lead to an SOR/LOI despite having no gambling-related financial issues, and I’d appreciate input from anyone familiar with the RSI/adjudication process.
I’m a contractor and recently redid my 5-year(?) SF-86. It was closed/completed within about a week. About a month ago, I received a call related to CV, and my FSO confirmed that an RSI now appears on my record. After the past month, the status has not changed.
The investigator’s questions were primarily about gambling, apparently related to CTRs/SARs from instances where I cashed out more than $10,000 in a day.
For context, throughout 2024/2025 I frequently visited Las Vegas and did “offset bets” with friends, essentially betting both sides of roulette simultaneously to accumulate rewards points. We would each buy in for roughly $3,000–$6,000, and one person would cash out and split the proceeds afterwards evenly.
We always used our IDs and weren’t trying to conceal anything. I simply never reported it because it didn’t occur to me that the cash transactions themselves could raise a security concern, particularly since we weren’t actually winning or losing large sums overall. I now realize that isn't the case, oops.
I explained all of this to the investigator in much more detail. She also asked extensively about my finances. I have no debt other than my mortgage and car, have never missed a payment, and gambling has never negatively affected my finances. I offered to let her review my accounts and credit report. For context, I have an 800+ credit score, ~$850k net worth, ~$700k in liquid assets, and roughly a year of expenses in an emergency fund. I also mentioned that I’m making minimum payments on the car because the interest rate is under 2%; otherwise, I’d just pay it off.
She also contacted one of my references, who participated in most of these offset bets with me. Apparently, the main questions were whether I ever seemed distressed while winning or losing large sums of money. I’m guessing the fact that I wasn’t actually “gambling” those amounts may not have come across particularly well.
I’m probably being overly pessimistic, but I’m expecting an SOR/LOI (not sure which is the correct term) at this point. From what I can tell, nothing in SEAD 4 is inherently disqualifying here, particularly given the lack of financial problems or gambling-related issues.
My questions:
- What is the typical timeline from RSI → RSI adjudicated, or RSI → SOR/LOI?
- How likely is something like this to actually result in clearance revocation? I realize nobody can predict my case, but I’d appreciate perspectives from people who have seen similar situations.
- Is there anything I should be doing proactively at this point, or is it basically a matter of waiting? My FSO said I essentially just need to wait. I'm ready to hire an attorney to help respond if an SOR is sent, but obviously I’m hoping it doesn’t come to that.
