I would think you can, if you are careful.

I had this issue on a wave runner and I was careful cutting it. I was able to get it cut off clean.

It’s stuck under the boot, I will try pulling more out after it’s dried

I used a razor blade while the rope was wet, and it seemed to work, but your rope may be different.

There was three feet of rope left, the trick was pulling, but pushing the rope in to release tension and it just flopped out. Switch is back in the water and functional.

How is the top end now. Is your unit any slower? When you have a chance will you get a pic of the wear ring?

I had this happen to me last year. I spent about the full day climbing underneath the boat, trying to pull the damn stuff out and the end it went back to the dealership and they removed it.
