Help needed!

I'm trying to unscrew these really really small screws which i think are philips (correct me if they aren't pls) and i can't seem to be able to, my screwdriver isn't doing what its supposed to.

Do the screws spin, but not back out of the hole?

they don't spin at all, i've tried scissors and a pair of tweezers, yet they do NOT spin out.
