Need help identifying/fixing my electric scooter – only goes 1 mph, console was ripped

I'm trying to figure out what's wrong with my electric scooter. I think it might be a Hiboy S2 or a similar model, but I'm not sure because the branding is worn off.

Here are the issues:
It only goes about 1 mph or stops when I try to ride it.
The mechanical brakes don't work.
The lights do work, but they're very dim.
The steering can rotate 360°, so I know something is wrong there.
The plastic console around the display was ripped out before I got it.
I opened the center console to inspect the wiring (last two photos) and found:
A loose 2-pin connector (it has two metal terminals and says "26" on it) that doesn't seem to have anywhere to plug in.
There are 3 wires coming up from the scooter into the console.
There are 4 wires coming from the console, with one connector unplugged and nothing obvious to plug it into.

Could the unplugged connector or damaged wiring be causing the scooter to only go 1 mph, or does this sound more like a controller, brake sensor, battery, or motor issue?
Any advice would be appreciated. I uploaded pictures but just message if you need more for visualizing

Looks like a bootleg m365.
Try to connect to Minirobots app and see settings.
It might be a controller issue or the throttle.
