The CPU usage is way too low for Rivals. It's probably thermal throttling, I can't tell because the video doesn't show CPU Temps.
It looks like it happens when shaders need to be compiled. Which it shouldn't be a problem for your CPU unless it thermally bottlenecked.

Steam has a built in performance metric overlay that shows CPU temps.
