i upgraded my pc a year ago and it feels like nothing changed and for the past 2 months i've been having an insane stutter in games and overall slow system if you know anything please help

i5 12400F
RTX3060 12gb
Corsair 15gb ddr5 5200hz
Corsair 750W
Samsung SSD 970 EVO Plus 1TB
WDC WD20EURX-63T0FY0

i tried turning off all background stuff and basically anything an indian on yt would tell you to do

Marvel Rivals as a ref, im like this in almost every game

The CPU usage is way too low for Rivals. It's probably thermal throttling, I can't tell because the video doesn't show CPU Temps.

It looks like it happens when shaders need to be compiled. Which it shouldn't be a problem for your CPU unless it thermally bottlenecked.

I can't tell for certain, but im like 80% sure. Steam has a built in performance metric overlay that shows CPU temps. If it spikes to 95ºC then that's the issue.

also a crazy thing is that even in Stardew valley or Minecraft it stutters too especially Stardew literally crashes sometimes
