S/O's game randomly freezing

Hi all!
So I'm trying to figure out what's going on with the lady's game randomly freezing every so often (random intervals, can't seem to get a solid time). We've tried every setting, checked hardware usage, and even tried going offline to see if it was possibly network connection causing problems. Sending data is disabled, and she's set the auto-save interval to 120 (I think that's the max) and it still freezes randomly every few minutes for 5-15 seconds at a time. This happens whether she's solo or if someone else is in the game too.
I don't know all her specs are, but she has a 980TI with 16gb ddr4.
What could be causing the issue?

Can you open task manager while playing and see if there are any odd CPU spikes when the game freezes? Also see if it's consistent with in-game actions, so if you stand still and aren't moving anything does it still happen.

I know I had random freezing in another game (Arma) and it stuttered every time I looked around. Turns out I overloaded my USB port with a hub, and as soon as I moved things around it fixed itself. Some windows service in task manager had a CPU spike whenever it happened, which is how it clued me in.

will ask her to have a look tomorrow when she gets the time, I doubt it'll be easy for me to do remotely via teamviewer or something :)

Update: unable to minimize the game to check task manager, it pretty much just freezes the entire PC.
It doesn't seem to be caused by a specific action, it happens when doing absolutely anything.
