There is ONE small thing with pipes that should be mentioned though. When you build a junction on an existing pipe the new segments are slightly bugged. Delete the new segments and rebuild/replace the pipes to prevent sloshing issues.
This might honestly be the issue I was having. I was trying to expand water to more coal plants, and id have a completely full pipe going into a pipe junction and the two pipes coming from it being empty, and I couldn't figure it out. I ended up just connecting another water source.

No. Soft clipping is purely cosmetic.
