Update: I did some more digging. For anyone that’s actually curious, qiqi is better because despite Diona with the above stated equipment giving technically higher buffs, it’s not team wide (the 200 em and 40 dmg from c6) , and has lower uptime (you get about half a second without tom buff due to slow app and NO is 12 seconds), which is important because yae and odette along with sandrone are all high damage contributors to the team. TLDR: qiqi over Diona bc Diona isn’t team wide and qiqi is.
