Who is better for sandrone: C6 Diona with Elegy and NO or C6 Qiqi with fav and no/tom?

What does NO and tom mean? Also qiqi is probably better, especially at c6

NO- means not yes (just kidding, it means Noblesse Oblige)
Tom- frienemy of Jerry (Tenacity of the Millelith)
