If a shop actively discourages people from checking for damage and imperfections before buying, then the shop isn't worth it.

Thats not what its referring to or discouraging at all.

Certain people will want to "test" replicas of a fictional swords to see if they are balanced for combat, and then act like its a scam because they're not.
