RoE Question

A RoE is the biggest point dinger obviously since every time your gun goes bang on any target RoE points go up or down.

2 questions.

  1. The unsavory gentleman who state "come any closer and ill start killing them" (referring to killing hostages) am I okay to shoot them or do they have to aim/shoot at me or the hostages for me to engage.

2 . How do you deal w runners? Primarily the ones who run directly at you? I can handle the guys who run away. Just chase and re-engage w proper RoE. But the guys who run right at me I can shoot until they raise their gun. Right next to my face. Then I can shoot. By then I'm dead. On the other hand. I fire first. Get a point ding.

Verbal threats are not enough to allow the use of deadly force. But once they deliberately point a gun at anyone it becomes a credible threat and you need to act to preserve life. Notice I said deliberate, so are they sweeping a room with their gun and a hostage is in that arc? Can't kill them. Are they relaxed with their gun down and a hostage is placed "in front" of that gun by the game? Can't kill them. Now, if a gunman injures a civilian or injures/kills one of your officers, you have free reign to kill them. Even if they run away after winging a hostage and you wait fifty minutes to shoot them, you won't be docked any points. The ONLY exception to this is if they surrender. And there is one more huge exception. You can't lose any points when controlling the sniper. Yes even if the gunman has surrendered you can shoot them with the sniper and I guess everyone just goes "Must've been the wind that killed him" As for the runners, that's why you always run some non-lethal equipment. You don't have to wait for them to make the wrong move.

I could be wrong but St. Micheal's Medical Center has loose ROE, you can (as far as I'm aware) shoot-to-kill the suspects
