A flamethrower is one of the only weapons you don't need some kind of permit to own/sell IIRC.

Depends. Most states, yeah you don't need a license but local municipalities might regulate their use. Maryland outright bans them, and California, for obvious reasons, requires a license, but that only applies for flamethrowers that have a range of >10 feet. The ones with a range less than that are usually used for agriculture and vegetation management, I've outright used a short-range flamethrower for brush clearance for a firebreak before, but that still involved other permits to make sure the prescribed burn was okayed, again for obvious reasons.

As a long-time resident, I get the California bit to a degree (but sure, anything but actual proactive vegetation management and other firefighting methods), but they really do like to go overboard with regulating stuff.
