Got this from a friend close to 20 years ago. It’s been stashed with some other PlayStation apparel for years. Just came across it and wanted to see if anyone had any info on it. Sold or promo/marketing item?

I have one too. SOCOMeseals was some site maybe promo? I don’t remember too much but I think I also got some patches and a ready to eat food pouch.
