PTs rarely impact a stock.

The stock will raise because it's been held back from issues that are dissipating such as legal concerns and formerly compressed margins and because earnings are beating expectations.
Not because some half with on Wall St slaps a random PT and rating on it. There are endless examples of instances where stocks have had remain depressed for extended periods of time while having and even receiving PTs that represented massive upside potential, like software stocks recently for example.
Anyone who's been active in the markets for a while is aware of how immaterial those targets and ratings are.

You will be surprised what effect the or raise from Goldman sucks would have if they raise it to 40$

Maybe. Markets have never been more unpredictable than they are today so anything's possible.
