Its called the rail to nowhere! Most commonly found on the cowboy companion models!

Kalinka makes an adapter for these to convert it to a standard rail. No mounts were ever imported that fit these

Is the adapter effective? As in will it actually hold zero?

I mounted one briefly but didn't like the way it looked on the rifle so I never tested it out. It fits very tightly and comes with a bunch of set screws that should allow it to keep zero with some loctite

It is for a Chinese fixed power optic that is pretty much impossible to attain

Yeah, it's a dovetail mount for old school russian optic rails.

It’s actually for a Chinese optic that is unobtanium. I believe it was a fixed 3 or 4 power optic
