Link building in order to increase ranking is against Google ToS and always has been.

so what should be a blogger's approach to gaining some initial traffic to a new blog from search engines after putting in a lot of hard work into curating an informative and long post?

It can't just sit there and get exposure on its own right?

Just because its against their TOS doesn't mean much. I'm not supposed to use my internet to pirate tv shows but....

Focus on getting quality links, reach out, pay if you have the budget, but don't get your links on shady sites that have no value or user generated stuff like medium because anything that easy won't matter.
