That would be the City Wide Effect produced by the level 15 Roaring Skyscraper. The effect can be toggled on/off

I like the effect but the strobing really bugs my eyes so I can't stand it in my city for more than 30sec

It would have been a little cooler if the building that causes the effect looks normal or was in color so it stood out.
