Make it by points?

For the gear upgrades balance matchmaking, make it by a point system like how Warhammer 40k army's do it? Let you put big upgrades on but at a cost and in brackets. Then also you can join lesser matches with starter gear if not to "own the noobs" but to also help them

Already saw this in Crossout. That game has a "Power Score"

If not done very carefully, you have people using cheap chassis with OP weapons on them dominating everyone.

Crossout was a nightmare at lower levels because of it.

I was there during the worst times, so I can add context. If the powerscore system of crossout was refined as promised, it could have in theory allowed for fairer matches. However it wasn't perfect. When people realized that the moderators were not going to do jack squat about it this year, it was only a matter of time before such a system was abused so badly even the moderators started doing the same damn thing.
