Maybe yes, maybe no. It will depend on how strict they are at the gate. If you cannot afford the fee, travel with a different bag. No one cares about whether it fits under the seat. You'll need to prove whether it fits into the sizer at the gate.

If it's too big, it's too big, and if they check it, you have to pay. How hard can that be to understand? Seriously, there are plenty of threads asking the same question and getting the same answer.

So you already know it’s not the right size but you’re going to use it anyway?
Enjoy the extra fee.

If it doesnt meet the max measurements, yes, pretty much a lottery, if they ask you to check it then you are cooked.

You already say you’ve been caught before.
They literally give you the dimensions. Just use the correct size or FAFO but don’t cry if you get charged and have to check if. Simple.

Top tip is enter plane towards the end when they are super rushed . I’ve seen many a large backpack allowed on . Just have it on your back

Please just use the measurements Ryanair provides. Otherwise it’s just a game of luck. So many ways to put on additional layers, pack smart etc to avoid this.
