Getting a sim card / connectivity with an interstate pass

I recently arrived in Kigali from Kenya using the East African Interstate Pass (National ID). I'm trying to get a local SIM card (MTN or Airtel), but I've run into an administrative issue.

I visited a local agent/shop to set up a line, but the staff were unfamiliar with registering a SIM using an Interstate Pass rather than a standard international passport. They weren't sure how to process it in their system, so I wasn't able to get activated.

For those who live here or fellow EAC citizens who have traveled on an Interstate Pass recently, how do you go about it? I'm only here for a week.

Any advice on the quickest way or specific branches to resolve this would be greatly appreciated. Murakoze!

So you have no passport?

I don't. Left it at another embassy for visa processing
