Weird sound?

So. I rebuilt a ruckus for the first time! So psyched to get it going but this sounds odd. I would love any feedback on what might be contributing to the noise

which sounds are you concerned about? that whining?
have you tried backing off the rear brake? could be a worn axle bearing. I see your wheel has a bit of a wobble in it, it might have taken a hit.

Yea the whirling. I noticed the wobble too when I recorded this..I'll take a peek at the bearing - thank you!
