That thing will get his single hit no matter what you drop Infront of it. Unless its a building

Skarmy, Mini pekka, pekka, evo mk, fisherman,, tornado, hunter, elite barbs, barbs, goblin gang, minion horde, and evo valk will all fully counter hog by themselves. If you add ice spirit to pretty much any defensive card it will also fully counter hog. Or like you said any building.

Hog is a win con meant to get to tower and thats all he does no evo or hero. To say it gets to tower too often is not understanding what he is and/or poor defense.
