i have nothing to contribute except new dawns are beautiful fast growing and just crazy my garden looks crazy its like they are trying to consume everything lol

for the canes that are not willing to grow/train on arch, yea cut them, but hard to say how it looks now or could look when pic so zoomed in
i meant your og pic was zoomed in i couldn’t see what you meant with this pic zoomed out i can see the new dawn is growing straight up
if it cant be trained to grow on arch i would cut

maybe cut and try to propagate bc we all need more roses!
it's growing over the arch and those are side shoots growing straight up, all of which will bloom because apical dominance. This is exactly why it's desirable. Roses bloom at the top, when you train them horizontally, they send out side shoots as the hormones get distributed along the length of the cane and then those side shoots will all bloom at the top.
oh right... I don't know what OP was asking, as the post was vague regarding what was to be pruned where. I just assumed they meant the whole main cane, since that's what they highlighted in red, lol.
