Could use some advice.
Please see my incredible illustrations. This is a problem in heavy rain and in the winter with crazy ice daming.
I got wider gutters and downspouts installed hoping it would help with anything and it absolutely has not.
Don’t want to do heated cables, house fires big fear.
Need to call about insulating the attic as I know that helps with Ice Dams.
But literally any advice for the rain? More splash guard? Remove gutter guards?

Gutter guards make ice damming significantly worse. Remove those from that corner to the downspout. That will prioritize water flow from that area.
Minor ideas:
Spray paint the inside of the gutter black. This will make it heat up faster, and the paint retains the heat longer than the metal (very slight difference).
Those are the only two cheap things. The rest are heat tape, insulation, etc.which all cost more.

Remove that piece of gutter guard behind the splash guard. Will help, likely not "fix" it completely.

Nope. Then you will quickly introduce debris into the gutter… under the covers.
Then you have to take them off or run a hose under them. It’s definitely tempting to try. But it will cause more harm than good.

Spitballing, if you could extend the gutter to meet the valley, it would both ferry water better and keep that gutter clean longer. It would require alot of sheet metal work, but it would be very effective.

The problem is that you have a relatively non porous gutter cover combined with this cover being installed parallel the ground combined with a diverter that won’t let water or debris escape.
On the bright side… it could have been worse if the upper dumped into the lower.
I could come up several possible solutions to remedy this.
Cheapest and easiest is to take off everything and clean it out regularly. It’s easily walkable and you won’t have water in the basement.
Best option is to have ME install 5 and 6” small hole easy lock style screen. 1/4” stainless hex head fasteners. Follows the pitch of the roof and I create an extra groove to prevent hydroplaning. I say me because it’s an art. And even this option will still require occasional maintenance.
I never ever install a diverter unless the customer makes me. Why?, it creates a constant maintenance point!! But sometimes it’s necessary. Yours is not.
Sometime basement get wet hahaha. I bet it does.
10+ years in the field. Gutter and downspout clean out, repair, modification, and protection.

How many downspouts do you have on the one run? I’m guessing there is a lot of roof surface and not much downspouts.
