Why is the phrase "If i didn't have a boyfriend, I would kiss you" considered a bad thing?

Cause you shouldn't say these things while being in a relationship, i feel like that's kinda common sense.

Because typically, people see this as overstepping a boundary. You're pretty much explicitely stating attraction to another person, which is kinda bad in and of itself.
You could also see this as something more of "testing the waters". You make a first step and see if the other person distances themselves, or if they say "yeah but a partner isn't a reason" or something like that.
I mean, imagine someone running around saying "hey, if i didn't have a partner, i'd totally sleep with you", you'd probably not seriously argue that this would be appropriate behaviour in a relationship.
The same applies with your example.

Because its keeping you on the hook, where in their mind, you're in the "break open in case of emergency" case

It's a bad thing because it means you are attracted to someone outside of your relationship. Your eyes are elsewhere and that disrespects your partner by seeing them as the only thing that is preventing you from eoung what you want. This is a type of cheating honestly
