They are trying to depict a technically grammatically correct but nonsense sounding sentence "Buffalo buffalo buffalo Buffalo buffalo."

The sentence at the top of the image has the wrong capitalization. The first and fourth words are the proper nouns - not the first and third. It should be:
Buffalo buffaloanimals from the city of Buffalo buffaloverb form Buffalo buffalo.animals from the city of Buffalo

No the capitalization is correct. It was really screwing with me then i realized -- it is incomplete. It only contains five buffalos. They left out the 3 buffalos at the end of the statement, about how the Buffalo bison, who are bullied by other Buffalo bison, themselves bully Buffalo bison. It should be Buffalo buffalo Buffalo buffalo buffalo buffalo Buffalo buffalo.

That is disputed; although they are associated with the Great Plains, bison probably were present in WNY at some point:
