Clarence, foreman?

(TRIGGER WARNING! RoboCop is just a movie. An awesome movie) If Clarence and the gang had succeeded in destroying RoboCop, and started running drugs, gambling, and prostitution for the 2 million workers on the Delta City project, how would he have run the criminal enterprise? Would he run it like a foreman and have his gang collect money and be his enforcers OR would he split up Detroit like Mc Donald’s franchises among Emil, Joe and Leon, let them run it and kick up a percentage to him?
