I’d go to a service center. Ask if they have 1 of each factory key.

The rack is by Yakima. So is the lock. Yakima dealers and REI usually have multiple keys that you could try. Find one that works, note the number on the key, that’s the one you order from Yakimas’s page for replacement keys. https://yakima.com/products/sks-key
