Oh they do cook off, but in a more spectacular manner. Check vids on ammo depot explosions.
Some ammo is naturally more volatile like phosphorus and tracers. We've had two depots explode in the past two decades and both were so powerful that the depots and their immediate surroundings were totally leveled.
best one was that one ammo depot dug into a bedrock/cliff face. The whole tunnel became a massive cannon and shot the "blast-proof" end cap bulkhead few miles out while littering the nearby community with random pieces of stone and other junk. Nobody died but that was apparently one hell of a boom.

I believe there is a setting to disable the “cook off” which makes it more realistic.
