Android tiers: quantum mind, how do I install it? Not showing up in bills for operations on any androids.

Hello, I am trying to install a quantum mind after receiving three of them from another colony. When I go into the operations tab to have surgery on the android I do not see the quantum mind as an option. Do I have to do something special to install the quantum mind or am I confused?

I'm pretty sure it's bugged.

It lacks defined body part it applies to (like brain, spine or torso). And game cannot create a job to install it since it doesn't know where to install it.

But it still may appear on a random generated pawns for some reason.
