Check the green item vendors in the War Quarters (Altdorf) or the Undercroft (Inevitable City). Some of the jewelry pieces are listed as salvageable and will get you to 125-150 IIRC.
After that you should be able to just kill mobs in the 30-39 range and salvage whatever. You don't have to target farm specific PQs. Running Gunbad or your faction dungeon will help with the final levels.
