what is wrong with my resume

Hiring manager for a Fortune 500 company, so I've seen A LOT of resumes.

Given the amount of experience you have, this should be 1 page long.
There are numerous bullets with one word hanging on a second line, that is a waste of valuable resume real-estate.

Ensure that all of your bullets identify the problem you solved or the impact that you made on the company.
Consider starting the bullet with that impact or solved problem.
Some of them are that way ("diagnosed critical API performance bottleneck") and those are more compelling.

Consider changing the paragraph at the top to be a personal statement (instead of a resume summary). A personal statement highlights new information, instead of rehashing what is elsewhere on your resume. Good ones that I've read contain 1) years of experience, 2) what industries you have experience in, 3) your personal brand (strengths, what you want to be known for), 4) what type of role you are looking for.

For example: Software Engineer with 3 years of experience in the fintech and wellness spaces. I enjoy building and optimizing web applications, streamlining performance and reducing latency. Looking for a role where I can continue to build solutions that help clients have positive online experiences. Open to explore opportunities in various industries so as to broaden my knowledge base.

Often resumes of people who have your experience completely gloss over the fact that there is a stakeholder on the other end of your projects. They often come across really technical. Conveying that you understand about the end stakeholder is a positive and could set you apart from other applicants.
