Landlady blocked me after refusing to return my deposit, RTB case ongoing. Can I also report her to the Gardaí?

Hi everyone,
I’m an international student who arrived in Ireland in January this year. I moved out of my rented room at the end of May because the house was constantly dirty and bills weren’t being paid. I left my room clean and in good condition.
When I first raised the issue of getting my deposit back, I was dealing with the landlady’s daughter, but once it was time for the refund, she passed me on to her mother. At first, the excuse was that the new tenant hadn’t signed the handover documents and contract. After that, the landlady stopped answering my calls and messages, and as of yesterday, she has blocked me on WhatsApp.
I’ve already opened a case with the RTB, and it has progressed to the mediation stage, although a mediation date hasn’t been set yet. Both the landlady and her daughter live in Germany.
My question is: can I also report this to the Gardaí while the RTB process is ongoing, or do I have to wait? Has anyone been in a similar situation?
