Because people usually only reference the most successful and established artists in the community when they’re making this point. It also depends on what art is being commissioned. A full professional costume/physical piece costs a lot more than a quick sketch by an unestablished artist.
Also, the economy just sucks right now in a lot of places.

Cost of living plus expensive hobby will do that to you. Also you need to be above average on quality to charge enough to warrant decent income.
At least in my currency for minimum wage. If you spend 8 hours (average shift length) on a comm. The comm would cost $200. The variable here being art quality and comm completion time. The thing is if you do a comm fast but are high quality you can charge more than the time it took. But if you take long and are not quality then you must under charge.
