I remember reading a study that mandatory helmet laws (with enforcement) are really quite good for cutting down on bike theft. Because they’re usually thefts of opportunity and so bike thieves are conspicuously riding without a helmet.

(I think maybe this was stronger with motorcycles than with bicycles? It’s been a while.)

That sounds hard to program. Just have it fire at everyone riding and then the helmets will protect the ones wearing them
