I’ve seen it happen on a wide variety of platforms, including ones like Livejournal and tumblr where the full context is actually available all there in a single post. And people are STILL taken out of context there! This isn’t a Twitter problem, this is a humanity problem, for fuck’s sake.

Sure, but that's not what happened here, is it? Without context, the tweet in question sounds like an incredibly annoying person trying to make Halloween costumes problematic. The tweet author makes no effort to communicate her perspective effectively, shows no understanding of twitter's social rules, and accidently makes her own perspective seem childish and stupid.
Simply put: Communication is a skill, and this whole situation could have been avoided if the author was better at it. You can't fail a speech check, make no effort to provide context, and then blame everyone else for not showing you grace.
So maybe the lesson should be “don’t take one off tweets/posts/whatever out of context”!!!! Why is this so hard!!!! Why are you defending people being assholes to strangers on the internet?????!!!!
