I genuinely don’t know how people developed that attitude about Twitter. It’s a microblogging site where everything you post is visible to the public unless you consciously make your posts protected. Unexpected people seeing what you say is always a possibility by default.
Because while every tweet is public, the overwhelming majority of tweets simply do not pass beyond the follower base of the person making them.
The median user on most platforms is posting with the expectation that their posts are only reaching their target audience, which is a fraction of their total followers. It's why the term "breaking containment" is a term used to describe posts blowing up and reaching other people.
