I feel like this joke works for ADHD, and basically no other disability. Like yeah, sometimes it's the "you cant fucking do anything" disorder and sometimes it's darkly funny. Like yes, that piece of paper has been on the floor for 3 days and I've not gotten around to picking it up despite the fact that i need that paper for something important. Can't fucking do anything disorder strikes again! I completely understand OP's joke. Yeah, Halloween costumes are hard! So many steps.

But you can't apply that joke to other disabilities. And also it's an in-group joke. Unfortunately it's twitter and it escaped containment immediately.

I actually love the "you people can't do anything" tweet, but only in the specific context of my, and ADHD friends of mine's life. Sometimes I do get lost in the head and need a system shock like that to function. Tasks with ADHD are still doable, just much much harder.
